The letter below was mailed to residents who live close to the construction that is currently underway to explain the changes that are happening on 37th Avenue North and the  immediate vicinity.

Flood Area 5 – Phase 1A
Dear Minneapolis resident:
As you may have observed, crews are nearly finished replacing the storm drain in DOWLING.
There has been a CHANGE in the sequence of the north-south streets and alleys.
This will shorten the time of the overall project and lower the cost.
Crews are now moving to the north-south streets and alleys, IN ORDER FROM EAST TO
WEST, as follows:
1.  Alley between Logan and Morgan — approximately February 8 to March 1
affects AT LEAST garages for the following addresses:
Logan Avenue N, 3743, 3747, 3751, 3755, 3759
Morgan Avenue N, 3742, 3746, 3750, 3754, 3758
2.  Morgan Avenue N for 1/2 block south of Dowling Avenue N – approx. March 1 to March 26
3.  Alley between Morgan and Newton — approx. March 26 to April 20
affects AT LEAST garages for the following addresses:
Morgan Avenue N, 3743, 3747, 3751, 3755
Newton Avenue N, 3742, 3746, 3750, 3754
4.  Newton Avenue N for 1/2 block south of Dowling Avenue N – approx. April 20 to May 10
5.  Alley between Newton and Oliver – approx. May 10 to May 28
affects AT LEAST garages for the following addresses:
Newton Avenue N, 3747, 3751
Oliver Avenue N, 3748, 3750, 3754
6.  Last, intersection of Dowling Avenue N and Oliver Avenue N, along with some finish work in Dowling between Oliver and Logan -  approx. May 28 to July 9
Project schedule
This portion of the project is expected to be finished in July 2010.  Later in 2010 there will be additional work in
37th Avenue N and Oliver Avenue N.
When crews are working in the north-south streets and alleys, they will be closed to traffic, but only one north-south street or alley will be closed at a time.
Why is the project needed?
As you may know, this work is part of an overall solution to reduce flooding during very large rain events, when rain can overtop curbs, boulevards, sidewalks and alleys and flow onto some of the housing parcels.  In addition to managing the volume of stormwater, this project will also reduce pollutants in the stormwater in order to improve the water quality of Crystal Lake.  The first part of the project – in the streets and alleys identified above — will increase the size of storm drain pipes in the street and alley segments that are listed.  Later in 2010 there will be additional work in 37th Avenue N
and Oliver Avenue N.
For your safety, please observe all road or sidewalk closures and warning signs!!!

Caution!!!
Our equipment is large and heavy and can be extremely dangerous if someone is not alert around it.  We urge you to stay at a safe distance at all times.  Please, above all, impress upon your children that they must stay off the job site, and stay away from material piles and equipment parked on or near the job site.
Our construction may cause some inconvenience.  For our part, we will do our best to keep the
inconveniences to a minimum.  If you have any questions or concerns as a result of this
improvement project, please contact me.  Thank you in advance for your cooperation and
understanding while we make these improvements to our City.

Could your house use a new coat of paint?

Let Paint-A-Thon help you! Paint-A-Thon is a program of the Greater Minneapolis Council of Churches. Volunteer teams have been painting homes for low-income senior or disabled homeowners – free of charge – since 1984. Painting usually takes place the first weekend in August.

If your house is in need of paint, but not major repair, check the following guidelines.
* You must be the owner and occupant of a single-family home.
* Your home and/or garage must be in one of the following counties: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, Washington.
* You must be over the age of 60 or permanently physically disabled (if under 60).
* Your monthly income must not exceed $1800 per month (for one person in the home) or $2500 for two people in the home).
* If you would like more information or to apply to the program, call 612.721.8687, Extension 321.
The deadline to apply is May 7, 2010.  We have Paint-A-Thon applications in the FNA office, stop by to pick one up.

Two-for-one cat offer at Humane Society

The Animal Humane Society is resuming the “Double the Love” cat adoption program that it offered last year.

Starting this week, customers can adopt one cat or kitten at the regular adoption fee and get a second cat with the fees waived. All cats and kittens are sterilized prior to adoption. When the society made the same offer last year, more than 700 cats found new homes during a four-month period. The Double the Love program is available at all five Animal Humane Society locations in Golden Valley, Buffalo, Coon Rapids, St. Paul and Woodbury. The Minnesota Department of Agriculture confirms emerald ash borer infestation in Minneapolis trees

February 25, 2010

The Minnesota Department of Agriculture (MDA) today confirmed an emerald ash borer infestation in four trees in the Prospect Park East River Road neighborhood of Minneapolis within Tower HillPark.  This infestation is within a mile of the St. Paul neighborhood in which the tree pest was found last year.

The infestation was discovered through an ongoing survey of ash trees in the vicinity of the South St. Anthony Park neighborhood, where EAB was found in May 2009.  While this marks the first time emerald ash borer has been found in Minnesota outside Ramsey County, state officials said the discovery was anticipated.  Last fall, scientists determined that the St. Paul infestation had been in place for about three years prior to detection.  Since the adult beetles can fly up to 2 miles each year, officials expected that the bug had spread into Minneapolis.

“When we found the St. Paul infestation last May so close to the border of the two cities, we knew there was a good chance we’d find it in Minneapolis,” said MDA Plant Protection Director Geir Friisoe.  “That’s why we included Hennepin County in the initial EAB quarantine, even though it had only been confirmed in Ramsey County.”

The EAB quarantine in place for Ramsey and Hennepin Counties prohibits moving from the counties any items that may be infested with EAB, including ash trees and ash tree limbs, as well as all hardwood firewood.  This quarantine remains in effect in 2010.

The Minneapolis Park and Recreation Board’s Forestry Division is responsible for planting and maintenance of public trees on Minneapolis city streets and parkland.  The Park Board’s forestry division has been working with MDA to prepare for the arrival of EAB.  Next steps will include removal of infested trees and an intensified survey of all ash trees in the surrounding area.

EAB is an invasive beetle that kills ash trees.  Its larvae kill ash trees by tunneling into the wood and feeding on the tree’s nutrients.  Since its accidental introduction into North America, EAB has killed millions of ash trees in 13 states.  The metallic-green adult beetles are a half inch long, and are active from May to September.  Signs of infestation include one-eighth inch, D-shaped exit holes in ash tree bark and serpentine tunnels under the bark.

Officials remind Minnesotans they can take the following steps to keep EAB from spreading:

  • Don’t transport firewood. Buy firewood locally from an approved vendor, and burn it where you buy it;
  • Be aware of the quarantine restrictions. If you live in a quarantined county, be aware of the special restrictions on movement of products such as ash trees, ash limbs, and firewood.  Details on the quarantines can be found online at http://www.mda.state.mn.us/plants/pestmanagement/eab/quarantinefaq.aspx; and
  • Watch for signs of infestation in your ash trees. If you suspect your ash tree could be infested by EAB, visit www.mda.state.mn.us and use the “Do I Have Emerald Ash Borer?” checklist.

Minutes – FNA Board Meeting, February 1, 2010

Reports:

Folwell Park: Neldner

Brief update on Frosty Fun at Webber Park: approximately 125 people attended. Weather was comfortable, but streets and sidewalks were extremely slippery. Folwell Park seniors attended The Blind Side movie. H1N1 shots will be available on February 5, 5-7pm at Folwell Park. Senior Valentine’s Day dinner will be held at Farview Park on Saturday, February 13, from 12-2pm. Special Olympics table tennis will begin at the park in March. The youth bus began February 1 and is scheduled through May. A “Virtual” fitness center will be installed sometime in 2010, consisting of two, large wall monitors; Wii Fit along with other fitness and exercise videos will be available.

NRP: Schissler

Sweetheart Skate is February 11, 6-8pm at Webber Pond with music, skating, bonfire, roasted marshmallows. AARP Senior Defensive Driving is Saturday, February 27, 10am to 2:30pm at Folwell Park.  The cost is $12 for AARP members and $14 for non-members. CAN (Camden Alliance of Neighborhoods) is February 18, 6:30pm at Creekview Park.

Community Advocate: Moore

An issues and concerns report was included in the board packets; several snow removal issues, rental licensing, open permits and suspect behaviors. Foreclosures: 405 from June – November, 2009 in the service area (55411, 55412 and 55430).

Neighborhood Revitalization Program (NRP): Englund

There has been discussion with NRP regarding funding and the release of Phase II holdback funds. There has been moderate progress. At the March Board Meeting, Matt Massman and Jeff Strand, as guest speakers, will discuss NCEC and NRP.

A Lowry Avenue Great Streets update: there was a brief discussion about the recent Lowry Avenue meetings (Focus Groups and Community) regarding the Lowry Avenue Strategic Plan. The conclusion was that there was not much ‘product’ and that much of the information presented was cut and paste from previous plans. That opinion will be discussed with the Steering Committee at the February meeting. The Bottineau Boulevard Transit project was briefly discussed. Determination about Bottineau will be at the end of 2010.  Jim Skoog volunteered to attend the Bottineau Boulevard Transit meetings and keep FNA up to date on the progress of the project.

New Business:

An invitation to participate with the City of Minneapolis’ youth violence prevention efforts through the Blueprint for Action initiative. Delegates need to be available during the day. There was no indication that anyone would attend.

Board member, Ian Alexander, announced he will be opening a law office in early March most likely on West Broadway.

Micro farming in North Minneapolis – Small is Beautiful


The McKinley Neighborhood is embracing urban agriculture with the start of a small scale CSA.  Utilizing our former community garden space we will begin our inaugural growing season in the summer of 2010.

When you consider the effects of soil depletion, run off from factory farms, the huge consumption of fossil fuels to transport foods across the globe and the hamstringing of independent farmers from saving their own seed, creating a just and sustainable food system can seem overwhelming.  We see the answer to these large problems in the simple and the small.  We can feed ourselves.

With a great and humbling appreciation for the many people currently working to create a sane food system we invite you to partner with us in any way that makes sense for you as an individual or organization.  Some possible ideas for collaboration include:

  • Organizing your church, family or work group in a day of volunteer labor
  • Buying a share of the harvest
  • Cosponsoring a class or workshop
  • Listing our organization on your website’s resource page

FNA March 1 Board Meeting

The FNA March Board Meeting was Monday, March 1, 6:30pm at 1206 37th Avenue North (FNA Office).  Matt Massman, Neighborhood and Community Engagement Commission (NCEC) and Jeff Strand, NRP Policy Board, discussed  NCEC and NRP and answered questions from the residents attending the meeting.
